Yep, that's right.
For those who are at level 77 but do not have the funds to purchase the Northrend flying mount, you can borrow a flying mount from "Honest" Max at K3 in The Storm Peaks. (He is right next to the flight master at K3).

You'll be given Loaned Wind Rider Reins which go directly in to your bag.

Loaned Wind Rider Reins
Binds when picked up
Unique
Requires Level 77
Use: Summons and dismisses a rideable Loaned Wind Rider mount. This mount can only be summoned in the Storm Peaks, Icecrown and Sholazar Basin.

The mount is FREE, it flies, but it moves slowly It's a pain if you need it to explore, but it is FREE!

Nice! That would have been handy to know. I remember talking to that dude, but I think I was 76 or so and he told me to go away or something like that!

There are certain requirements, i forget what they are. I know he won't give them out if you already know cold weather flying.

Coincidentally there used to be a "hack" where you could get the achievement for the minefield nearby with his mount and only his mount. I unfortunately already had cold weather flying when i learned about it so couldn't get it myself...

I wonder if it still works! I will have to try and remember to try with the "new" sanadina when she gets to that level.
